Allulose Labelling and Compliance in India: A Guide for Food Manufacturers

Sugar-reduction projects often start in the lab and reach the regulatory desk late. For allulose, that order is risky. Allulose labelling and compliance in India depends on two separate questions: is the ingredient permitted for your product, and does the finished label meet FSSAI requirements?

A supplier brochure does not answer either question, and neither does approval in another country. This guide sets out what the official record shows as of 12 October 2026, what you still need to confirm, and a checklist to use before launch. It is general information, not legal advice.

What Is Allulose and Why Are Manufacturers Evaluating It?

Allulose is a rare monosaccharide found in small amounts in some fruits. Commercial material is typically made by enzymatic conversion of fructose. Formulators evaluate it for bulk, browning and freezing-point behaviour in bakery, beverages, dairy desserts and confectionery.

Those are technical reasons. Whether you may use allulose in a given product is a regulatory question, and it needs its own answer.

What Is the Regulatory Status of Allulose in India?

There is no single yes or no. FSSAI handles allulose through the Food Safety and Standards (Approval for Non-Specified Food and Food Ingredients) Regulations, 2017. FSSAI’s status list as on 1 September 2026 records several allulose entries. Each was granted to a named food business operator and carries product category 11.1.1.

QuestionWhat the official record showsWhat you must still confirm
Is allulose recognised?Product approvals exist for specific named businessesWhether your ingredient is covered by an approval
Is it a general permitted ingredient? We found no general standard naming allulose; confirm against the current compendiumWhether your product category has its own standard
What conditions apply? The public list does not publish approval conditionsThe scope and conditions in the approval letter

Approval does not travel with the molecule. Treat it as attached to a named applicant and a defined product. Approval in the United States, the EU or Australia does not establish permission in India, because FSSAI applies its own framework. If your position is unclear, ask the supplier for the approval letter and obtain a product-specific assessment from a qualified regulatory professional, or written clarification from FSSAI.

Which FSSAI Regulations Should Food Manufacturers Review?

Not every regulation applies identically to every product. Start with these.

RegulationWhy it matters
Non-Specified Food and Food Ingredients Regulations, 2017The approval pathway for ingredients without a specified standard
Food Products Standards and Food Additives Regulations, 2011Product standards and permitted additives. Do not assume sweetener rules written for other ingredients apply to allulose
Labelling and Display Regulations, 2020Mandatory pack information. FSSAI lists five amendments up to 24 March 2026, and a law-firm bulletin reports an FSSAI order of 6 January 2026 setting 1 July 2026 for labelling changes
Advertising and Claims Regulations, 2018Conditions for nutrition, sugar and health-related claims
Licensing and Registration Regulations, 2011Licence obligations. A 2026 amendment was published only as a draft, so do not treat it as current law
Packaging Regulations, 2018Food-contact and packaging requirements
Import Regulations, 2017Import clearance, amended in October 2025 with effect from 1 May 2026

Allulose Labelling Requirements for Food Products

Most obligations are general packaged-food rules under the Labelling and Display Regulations. Fewer depend on product category or approval conditions. Before approving a label, check:

  • Ingredient declaration: list ingredients as the regulations prescribe, using an accurate name. We found no rule that prescribes a special allulose statement. Check whether the approval conditions add one.
  • Product name and description: it must not be false or misleading.
  • Nutrition information: it must match the finished product (see the next section).
  • Mandatory pack details: veg or non-veg symbol, allergen declarations where relevant, net quantity, batch identification, dates, and manufacturer, packer or importer details.
  • FSSAI licence number and logo: as applicable.
  • Category-specific rules: some food categories carry extra declarations.

Do not copy a label from a product sold in another country. Its declarations were written for a different legal system.

How Should Manufacturers Handle Nutrition Information and Sugar-Related Claims?

Two questions need care.

Nutrition declaration. We did not find an Indian rule that prescribes how allulose’s energy or carbohydrate content must be represented. Published sources quote about 0.4 kcal per gram. Australia’s food regulator has recommended its own energy factor in its approval report on D-allulose. Those are scientific or foreign figures, not Indian legal values. Confirm the calculation basis with your regulatory adviser, and check your approval conditions.

Claims. The Advertising and Claims Regulations set conditions for terms such as “sugar free”, “no added sugar” and “low calorie”. Whether allulose counts as a sugar for those purposes is not clear from the sources we reviewed. Resolve that before printing any such claim. Judge each claim against the whole formulation, because milk solids, fruit and other ingredients add their own sugars.

What Documentation Should Buyers Request from an Allulose Supplier?

Documentation lets you judge quality, traceability and suitability. Ask for:

a) A copy of the FSSAI approval letter, including its scope and conditions

b) The product specification sheet

c) A batch-specific certificate of analysis

d) Composition and identity information

e) Manufacturing or origin details, where available

f) Shelf-life and storage information

g) Food safety and quality documents

h) Batch identification and traceability records

i) Import documents, where relevant

A certificate of analysis shows a batch meets its specification. It does not show the ingredient is legally authorised for every Indian food application. Before commercialising a formulation, procurement teams should also compare ingredient specifications, batch records and traceability practices across any allulose powder supplier they shortlist.

If you would like to review specifications and documentation for your application, our team can share what is available.

Importing Allulose into India: Compliance Checks for Importers

Importers carry their own obligations. Before buying or importing:

1. Confirm the ingredient’s regulatory status and that an approval covers your intended use.

2. Confirm your own FSSAI import licensing and food safety obligations.

3. Check the documentation FSSAI expects for the consignment.

4. Confirm customs classification and procedure with your customs broker or the authorities. Do not rely on a code quoted by a seller.

5. Verify requirements against the amended Import Regulations and current FSSAI orders.

Common Allulose Labelling and Compliance Mistakes to Avoid

MistakeHow to prevent it
Treating foreign approval as Indian approvalObtain the Indian approval letter and confirm scope
Treating a certificate of analysis as authorisationUse it for quality only
Making sugar or calorie claims without checking conditionsTest each claim against the Claims Regulations and the full recipe
Copying foreign label textDraft against Indian labelling rules
Applying other sweetener rules by assumptionConfirm relevance in writing
Skipping product-category checksMap the product to its category first
Accepting incomplete specificationsRequest a full specification and batch data
Approving artwork before reviewComplete regulatory review first
Relying on outdated or unverified adviceUse current FSSAI sources and note the date checked

An Allulose Compliance Checklist for Indian Food Manufacturers

This is a due-diligence tool. It does not replace a product-specific regulatory assessment.

1. Confirm the ingredient’s identity and composition.

2. Verify its current regulatory status in India.

3. Establish whether your intended use falls within an approval.

4. Review applicable product standards and ingredient restrictions.

5. Confirm labelling and nutrition declaration requirements.

6. Verify every proposed product claim.

7. Collect supplier specifications, batch documents and the approval letter.

8. Check import and business licensing obligations.

9. Review the complete finished-product label.

10. Obtain qualified advice or official clarification wherever the position is unclear.

How Allupure™ Supports B2B Allulose Sourcing

Informed sourcing means working with a supplier that can show its documents. FSSAI’s September 2026 list includes JJD Enterprises, the business behind Allupure™, with an allulose powder entry dated 26 December 2025 in category 11.1.1. Buyers should still request the approval letter, because it defines scope and conditions. It does not authorise a finished product.

Allupure™ supplies this allulose sweetener in powder form to commercial buyers, with technical data and documentation support listed on its product page. Your formulation, label and claims remain your responsibility to verify.

Conclusion: Verify Compliance Before Launching an Allulose-Containing Product

Allulose labelling and compliance in India turns on facts specific to your product: whether an approval covers your ingredient and use, how the label is built, and whether each claim meets FSSAI conditions. Rely on current official sources and a product-specific review, not on assumptions from other markets.

If you are a manufacturer, formulator, importer or procurement team assessing allulose, contact Allupure™ to request specifications, discuss documentation needs or talk through commercial supply requirements.

Frequently Asked Questions

1. Is allulose approved by FSSAI in India?
There is no single blanket answer. FSSAI’s list as on 1 September 2026 records allulose approvals under the Non-Specified Food Regulations, 2017. Each was granted to a named business. Confirm that your supplier’s ingredient is covered and that your intended application falls within the approval’s scope.

2. What should food manufacturers check before using allulose in India?
Confirm the ingredient’s approval and its conditions, your product category, and any applicable standard. Then review labelling, nutrition declarations and claims. Finally, collect supplier documents and check your licensing. Where the position is unclear, obtain a product-specific assessment or written clarification from FSSAI before commercial launch.

3. How should allulose be declared on food labels in India?
Declare it accurately in the ingredient list as the Labelling and Display Regulations require. We found no rule prescribing a special allulose statement, but approval conditions may add one. Check the approval letter and the latest amendments, and do not copy foreign-market wording.

4. Can manufacturers make sugar-free or low-calorie claims for products containing allulose?
Possibly, but only if every condition in the Advertising and Claims Regulations is met for the finished product. We could not confirm how allulose is treated as a sugar for claim purposes. Seek clarification before printing such claims.

5. What documents should buyers request from an allulose supplier?
Request the FSSAI approval letter, a specification sheet and a batch-specific certificate of analysis. Also ask for composition details, shelf-life and storage data, food safety documents and traceability records. These support quality assessment, but they do not by themselves establish legal authorisation for your application.

6. Evaluating allulose for an Indian food or beverage product?

Contact the Allupure™ team at info@allulose.in or +91 98739 27768 to request specifications, discuss documentation requirements and explore commercial supply. Manufacturers, formulators, importers and procurement teams are all welcome to enquire.
